‘New HPG-Kalinga Building not just infrastructure but a recognition of personnel’s sacrifices and responsibilities’ - Gov. Edduba

Tabuk City, Kalinga - Members of the Highway Patrol Group (HPG) in Kalinga and across the country are often seen standing under the scorching sun, guiding traffic, responding to road accidents, and ensuring order along winding highways. 


Behind these cops’ daily visibility on the roads is the need for a proper place where they can effectively plan operations for better public service. 


This was the deeper message that Kalinga Governor James S. Edduba sought to convey during the blessing of the new building of the Provincial Highway Patrol Group team (HPG-Kalinga) on January 23, 2026. 


The newly inaugurated building is located at the Kalinga Police Provincial Office (KPPO) Headquarters at Camp Captain Juan M. Duyan in Bulanao, Tabuk City.


During the inauguration ceremony, led by HPG Director Police Brigadier General Hansel M. Marantan and KPPO Director Police Colonel Gilbert Fati-ig, Governor James Edduba emphasized that beyond the “concrete walls and fresh paint,” the new facility represents “care for both the public who use the roads and the HPG-Kalinga personnel who ensure their safety.”


According to Edduba, the new building is not simply an infrastructure project but a reflection of the provincial government’s recognition of the sacrifices and responsibilities carried by the Provincial Highway Patrol Group personnel.


He stressed that providing them with a proper and functional workspace strengthens their ability to plan initiatives, coordinate responses, and maintain discipline and safety on the province’s roads.


“This new office will serve as a place where strategies are strengthened, coordination is enhanced, and public service is carried out with greater efficiency. This facility stands not merely as a physical structure, but as a symbol of our shared commitment to public safety, discipline on our roads, and dedicated service to our people,” Edduba added in his message delivered by former mayor Johnny Maymaya Sr.


Addressing the HPG-Kalinga team, led by Police Captain Jordan L. Bongat, the governor commended them for their good work, urged them to remain committed to public service, and assured them of continued partnership and cooperation from the Provincial Local Government Unit (PLGU) in promoting the safety and welfare of the people.


“Your visibility and presence provide reassurance to our motorists and commuters, help prevent accidents, and contribute significantly to the overall safety of our province. To our HPG personnel, I encourage you to remain steadfast in your commitment to professionalism and discipline. The Provincial Government of Kalinga stands with you as a partner in maintaining peace and order, and we reaffirm our continued support through collaboration, coordination, and shared efforts for the welfare and safety of our people,” Edduba concluded.


HPG-Kalinga Chief Police Captain Bongat, along with seven fellow personnel, was also awarded the Medalya ng Kagalingan by PBGen Marantan during the activity after the team successfully apprehended a 21-year-old carnapping suspect in Tabuk City.
