PVAO asks public support HB 2311 seeking to incorporate Philippine’s WWII history in tertiary curriculum

Baguio City, Philippines - The Philippine Veterans Affairs Office (PVAO) is urging the public to support the proposed House Bill no. 2311 that seeks to incorporate the study of the Philippines’ World War II history into the higher education curriculum as means to preserve national memory and deepen historical awareness among the youth.


Said bill, according to PIA – CAR, was introduced by Representative Ma. Victoria Co-Pilar to address the limited awareness among college graduates of the heroism of veterans, the suffering of civilians, and the historical significance of the WWII to the country.

The proposal was approved during the first regular meeting of the House Committee on Higher and Technical Education on September 1, 2025 in Batasan Hills, Quezon City, but it still has to go through additional readings and has to be deliberated at the Senate.


PVAO Undersecretary Reynaldo Mapagu, during the Victory Day Commemoration Rites in Baguio City on September 3, 2025, said the initiative is important for the nation and youth as it highlights Filipino bravery during the war and teaches lessons to prevent future conflicts.


“This measure carries a deep significance for our nation, especially for the youth. World War II is a turning point not only in global history but also in the history of our people,” Mapagu was quoted saying.


To recall, the same initiative was proposed through House Bill 5719, introduced by Rep. Roman Romulo of Pasig City. The bill was later approved by the House of Representatives and sent to the Senate but remained pending to this day.


If enacted, at least 50 percent of Philippine History lessons would be dedicated to World War II topics in the Philippine context. The bill, if approved by the Senate, is expected to strengthen the nation by fostering awareness, ensuring all Filipinos appreciate the value of freedom and their role in defending it. The Commission on Higher Education, in close coordination with the National Historical Commission of the Philippines and the PVAO, will be entrusted with the development and implementation.
