Tanudan ordinance to protect children, now operational

Tanudan, Kalinga―The Municipal Government of Tanudan has crafted an ordinance in observance of the rights of children-in-conflict with the law (CICL) amidst the COVID-19 pandemic.


Members of the Sangguniang Panlalawigan presided by Vice-Governor Dave Odiem, during their regular session on June 15, 2021, approved Ordinance No. 2021-058 which promotes the observance of the rights of CICL of Tanudan.


Children in conflict with the law (CICL) is defined as anyone under 18 who comes into contact with the justice system because of being suspected or accused of committing an offense. Also, children who engage in criminal behavior have been used or coerced by adults.


The ordinance states that the Municipal Government of Tanudan aims to provide care, security, and intervention program for the CICL.

It is ensuring that the rights of the children in conflict with the law during the COVID-19 pandemic are respected.


With this, the Municipal Social Welfare and Development Office (MSWDO) should see to it that identified CICLs are treated and managed properly.


In addition, intervention programs intended for the children must also be conducted and taking into consideration the custom and traditions of the people in Tanudan.

Furthermore, it is the duty of the Municipal Government of Tanudan to ensure the provision of well-maintained facilities. There should be separated facilities for females and males, respectively.


On the other hand, Philippine National Police recorded nearly 40,000 CICL between 2012 and 2015 nationwide.
