“When we invest in cooperatives, we invest in people” — Gov. Edduba vows support at PEOPMC’s Groundbreaking of new facility

Tabuk City, Kalinga – The Provincial Engineering Office Personnel Multi-Purpose Cooperative (PEOPMC) broke ground on its new facility in San Juan, Tabuk City, Kalinga on February 25, 2026, marking a significant step toward strengthening financial growth, fostering unity, and creating more opportunities for its members and their families.


The new facility is expected to enhance operational efficiency and create additional income-generating opportunities for the cooperative and its members. The four-storey building will house commercial businesses, cooperative offices, a hotel and restaurant, and a convention center, serving as a central hub for PEOPMC’s operations and community activities.


The groundbreaking ceremony was attended by key stakeholders, including the Provincial Governor, represented by Albert Gayyaman; members of the Board of Directors; May L. Bumatay of the Cooperative Development Authority (CDS II – Kalinga); CCEDO Catherine Lee T. Uera; OPCEDO Arlene B. Oyando; and outgoing Chairman Jayford W. Dong Dongan.


During the ceremony, Gayyaman delivered a message of support on behalf of the Provincial Governor, emphasizing the government’s continued commitment to the cooperative and its members.


“As the Provincial Governor, I express my earnest and unwavering support for this initiative… Let this groundbreaking remind us that development is strongest when it is inclusive. When we invest in cooperatives, we invest in people,” said the Governor through Gayyaman.


Edduba, through his representative, also commended the leadership and dedication of the cooperative’s officers and members, noting that their hard work made the project possible.


In August 2025, PEOPMC reached a significant milestone by accumulating ₱1 billion in assets, becoming the third cooperative in the city to achieve this distinction, following TAMPCO and TAFAMULCO.


The groundbreaking of the new facility marks another milestone in the cooperative’s growth, reflecting the dedication of its officers and members, as well as the strong support of the provincial government.
