Tabuk City, Kalinga—Association of Barangay Captains (ABC) President Henry Tubban, Jr. paid tribute to the people behind the attainment of Tabuk cityhood in 2007 and its final restoration in 2011.
In his message during the 14th Tabuk City Founding Anniversary and 20th Matagoan Festival this June 24, Tubban expressed that the forbearers ‘took the courage to invest their time, effort, and resoluteness’ for the people of Tabuk City today to enjoy what the cityhood can offer.
Officials behind Tabuk’s journey to becoming a city
Tubban recognized the work of former Congressman Laurence Wacnang authoring the bill converting the Municipality of Tabuk to a city. Additionally, with the administration of Mayor Basilio Wandag, the requirements needed for the bill were supplied by officials and employees.
He also thanked former Mayor Camilo Lammawin, Jr. and the Sangguniang Panlungsod led by former Vice Mayor Ranier Sarol who worked hard for the realization of the proposed bill. He added it was a long and winding road for them.
Further, the ABC President expressed gratitude to the former mayor of Tabuk and now the Kalinga Governor, Ferdinand B. Tubban, and current Mayor Darwin Estranero for ‘keeping and working hard for the city with faith and great determination despite the reversion of Tabuk City to Municipality twice.
The ABC President concluded his message by encouraging the people to stay brave and dedicated to work for a common vision.
“With the continuous support of Congressman Allen Jesse Mangaoang and Gov. Ferdinand Tubban, we can work together for the development of the city and environment. Like in our battle for cityhood and our battle against this pandemic, amid any challenges, let us stay brave and dedicated as we all work united for a common vision, a vision to turn this progressive city into a more progressive community. To God be the Glory, God bless us all,” he concluded.
Battle for cityhood
In his message, Tubban recalled that through over 17,000 votes, Tabuk City was born with the ratification of Republic Act 9404, an Act Converting the Municipality of Tabuk into a Component City of the Province of Kalinga to be Known as the City of Tabuk.
However, in November 2008, RA 9404 was declared unconstitutional by the full bench of the Philippine Supreme Court, causing Tabuk City to revert to a municipality.
On December 10, 2008, Tabuk and 15 other cities filed a motion for reconsideration before the Supreme Court which led the court to reverse its earlier ruling on December 22, 2009. This is why the City of Tabuk was restored.
However, on August 24, 2010, 16 cities, including Tabuk reverted for the second time to their municipality status after the Supreme Court reinstated its November 2008 decision declaring the Republic Acts converting 16 municipalities to cities as unconstitutional.
Finally, in 2011, Tabuk cityhood and 15 others were restored after the Supreme Court upheld for the 3rd time the conversion of these towns into a city.
