FIRST 100 DAYS: Tinglayan Mayor Charles Abay reports accomplishments

Tinglayan, Kalinga – After completing his first 100 days in office—marked by the initiation and implementation of several priority projects and programs—Mayor Charles Abay reaffirmed his commitment to work hand in hand with his constituents in sustaining a transparent, inclusive, and progressive Municipality of Tinglayan.


Speaking before his constituents on October 20 at the Open Gym in Poblacion, Abay presented the accomplishments of his administration during its first 100 days in office.


“From the moment I took my oath, I made it my priority to listen to every barangay, consult with our hardworking LGU employees, and understand the real needs of our community. This collaborative approach laid the foundation for an administration committed not just to promises, but to tangible actions and lasting change,” he said.


Infrastructure and Public Safety


Among the highlights of Mayor Abay’s accomplishments in infrastructure and public safety is the opening of the road to Fantu, a future site for the new government center and the Tinglayan District Hospital. Abay also lent his personal backhoe to support the road construction, with the LGU shouldering only the fuel expenses.


The administration likewise prioritized the continuation of the municipal building construction, fulfilling the LGU’s commitment to provide a more accessible and accommodating space for constituents. The LGU also conducted comprehensive inspections and validations of ongoing infrastructure projects to ensure quality, transparency, and accountability.


Health and Social Services


Through the Municipal Nutrition and Health Boards, the LGU convened to align health programs, strengthen nutrition initiatives, upgrade health facilities, and expand services. Technical assistance from the Provincial Government of Kalinga, led by Governor James Edduba, is also underway to support the upgrading of the municipal health center.


To maintain 24/7 operations at the Rural Health Unit (RHU), the LGU procured ₱2.6 million worth of medical supplies. The facility also received a new Patient Transport Vehicle from the national government. Furthermore, health personnel were trained through various seminars and capacity-building programs to handle sensitive medical cases more effectively.


Peace and Order

Within his first 100 days, Abay’s administration facilitated and hosted talks between the Butbut and Betwagan tribes in September, which led to the signing of a Ceasefire Agreement—a move aimed at paving the way for the establishment of a Sipat, the first step toward formal peace negotiations and a lasting peace pact.


To further strengthen community security, the local government also opened a police visibility outpost in Barangay Bangad, reinforcing Tinglayan’s shared goal of peace and order.


Administrative Reforms


The Office of the Municipal Mayor issued several memorandums to enhance the LGU’s operational efficiency. Key reforms include the implementation of a standardized workflow system to streamline processes and reduce bottlenecks, the conduct of regular training and capacity-building sessions for all personnel, and the adoption of customer-centered service protocols to improve public service delivery.


Environmental Protection, Agriculture, and Livelihood


To preserve Tinglayan’s natural heritage, the LGU conducted consultations for the declaration of Mt. Mosimus as a protected area. Additionally, the municipality hosted a Farm and Fisheries Clustering Orientation to unite and empower local farmers and fisherfolk, promoting agricultural sustainability and livelihood opportunities.


Governance, Capacity Building, and Disaster Preparedness


To strengthen governance and preparedness, municipal officials completed the Strategic Leadership for Good Governance Training and launched a three-day emergency rescue training for LGU personnel to equip them with essential life-saving skills.


Recognizing the importance of collaboration, Mayor Abay’s administration has also forged strong partnerships with various agencies, including the Public Attorney’s Office, Philippine Red Cross, Department of Agriculture, and other stakeholders.


After presenting the highlights of his administration’s first 100 days, Mayor Abay expressed gratitude for the support and cooperation between the LGU and the community.


“Our journey has only just begun. These 100 days are a testament to what we can achieve when we unite with a shared purpose—when leaders and the community walk hand in hand, fueled by bayanihan and care,” he said, encouraging every iTinglayan to continue working with the government to keep the municipality safe, green, and resilient for present and future generations.
