Balbalan LGU donates ₱100,000 for Lubo Elementary School rehabilitation in Tanudan

Tabuk City, Kalinga – While the Municipality of Balbalan was also affected by the wrath of Super Typhoon Uwan, it still shared a portion of its Quick Response Fund with the heavily impacted town of Tanudan, particularly for the rehabilitation of Lubo Elementary School.


At the height of the super typhoon on November 9, heavy rains caused massive flooding in Lubo, with raging waters sweeping away classrooms of Lubo Elementary School—the main center of elementary education for the three barangays of Upper Lubo, Lower Lubo, and Babbanoy.


Upon learning about the devastation in Tanudan, especially the damage to the school, the Balbalan LGU led by Mayor Almar Malannag convened and decided to donate ₱100,000 from their Quick Response Fund to aid in the rehabilitation of the educational institution.


“Nakitak idiay nagrabe unay, karkaru ta school building. Adda met lang damages iti Balbalan ngem kunami kaya tayo actionan. Ngem idiay Tanudan ket pag-uskwelan dagiti ubbing, ammu yo met nu kasano kaasideg iti rikna tayo iti ubbing ta isuda iti next generation, isuda ti mangituloy kadagitoy narugrugyan tayo,” Malannag said in a phone interview.


Carrying the amount with him, Mayor Malannag personally handed the donation to Mayor Jaedicke Rhoss Dagadag on November 16, 2025, in Bulanao, Tabuk City.


As for the damages left by the super typhoon in Balbalan, the local chief executive shared that plans for the repair of the municipal hall—which was damaged during the storm—have already been prepared, and that the municipality, together with national government agencies, has reopened all roads in town as of Friday, November 14.


Malannag added that they also distributed relief packs to affected families, particularly in the Banao area, which had been isolated for days after landslides blocked access roads.
