Tabuk City, Kalinga – The Province of Kalinga LGU announced today the scholarship offer to deserving students in senior high, college and vocational educational institutions to help in finishing their studies.
Interested students are asked to check if they are eligible and submit the requirements to the Provincial Governor’s Office. The application starts today, August 4, 2021, until August 11, 2021.
According to Kalinga PLGU Information Office, the scholarship program was made possible through the initiative of Board Member Antonio Bakilan who authored the scholarship ordinance which became the basis for the program and the support of Provincial Governor Ferdinand Tubban.
In an interview, Bakilan said that scholarships are important to indigents and students who are good but have no means to go to school due to their economic situation.
“Daytoy scholarship nga maited kadagiti deserving nga estudiantes tayo ket dakkel ti tulong na nu man pay saan dagos makita ti epekto na. When they graduate, we will see that they can help in their communities to bring change and progress. They are our future, so it is just but right that we give them importance,” explained Bakilan.
Meantime, Governor Tubban said that when he learned of the ordinance, he immediately gave the green light knowing that parents have lost their jobs and have to force their kids to stop going to school.
“Makatulong met daytoy uray saan nga isu ti dakkel, but with this move I hope we can help carry the burden of parents,” said Tubban.
The amount of assistance to a grantee in college (degree, non-degree, or senior high school) shall be Four Thousand Pesos (P4,000.00) per semester to cover tuition fee, matriculation fee, or subsistence allowances.
On the other hand, those enrolled in technical-vocational courses shall the same amount for the whole course. Nevertheless, grantees who are enrolled in a government in Tertiary School will receive Two Thousand Pesos
Kalinga PLGU page posted the qualifications of those who can avail of the offer, which are the following:
a. An applicant must be a natural-born Filipino citizen, of good moral character, and a resident of Kalinga;
b. At the time of application, the applicant must not have any grade lower than seventy-five (75%) percent in all subjects during the preceding semester or school year;
c. An applicant must belong to a family whose gross family income does not exceed One Hundred Twenty Thousand Pesos (P120,000.00) per annum as certified by the Bureau of Internal Revenue (BIR);
d. An applicant or his/her parent/s/ guardian/s must be a registered voter of Kalinga;
e. An applicant must belong to an indigent group of families/ individuals as certified by the Punong Barangay where he/ she resides and/or by the Social Welfare and Development Officer;
f. An applicant must be enrolled in a CHED, TESDA, and DepEd — Accredited Government and Private Education Institution (Government Tertiary Institution, Private Tertiary and Secondary Institution and Technical/Vocational) within the Province of Kalinga;
g. No two (2) or more members of the same family be allowed to enjoy the educational assistance at the same time;
h. An applicant must not be enjoying other scholarship award/s, educational grant/s from other Local Government Unit or Office of the Congressman; and
i. Priority consideration shall be given to students with difficult circumstances, e.g. orphans and students with disabilities;
Documentary requirements to be submitted by applicants
a. Two (2) copies of application letter addressed to the Governor;
b. Two (2) copies of Biodata with two (2) pieces ID pictures;
c. Photocopy of report card/grades;
d. Photocopy of any valid Identification Card;
e. Photocopy of certificate of live birth;
f. Certification from the Commission on Election (COMELEC) that the applicant is a registered voter of Kalinga. In the case of a minor student, the certificate of voter’s
registration of the parent(s) must be presented;
g. Certificate of Good Moral Character from the School Principal, College Dean/ President/ Registrar’s Office; and
h. Certification from the Bureau of Internal Revenue (BIR) to prove the Gross Annual
Once the student becomes a scholar, the assistance shall be provided through direct payment to the schools where they are enrolled or to the concerned students. In case there is excess, it shall be reimbursed to the concerned students.
