Final assessment for solid waste management contest in Tinglayan slated Nov. 14-18

Tinglayan, Kalinga – To determine winners of the Search for Healthy Barangay and Search for Pumor-asan Academy, the final assessment will be held this week, November 14-18, 2022, according to an official of the municipal local government unit of Tinglayan.

Larae Lactao of the Municipal Information Office said top 3 winners will be selected and will be awarded this December, following the conduct of the assessment.


In the Search for Healthy Barangay, 10 chosen barangays from the first round of assessment will be visited anew by the screening committee of the ecological solid waste management contest.


The final assessment, Lactao said, will help the committee decide who will fill the top three places that will later be awarded in the form of community development projects.

Criteria for the Search for Healthy Barangay


There are two criteria for choosing the winner of the search: the good governance indicators (36 percent), and the service delivery indicators (64 percent).


Good governance indicators include the presence of plans, budget support for social services and infrastructure, implementation of the full disclosure policy, and availability of functional barangay-based organizations or committees.


There should also be an established BLGU office, crafted and implemented ordinances and best practices of the BLGU with complete documentation.


The service delivery, meantime, will look into the availability of water supply, sanitary toilets with waste disposal systems, income generation, peace and order and public safety, availability of health services, health practices implementation, nutritional status of the population, maternal and child morbidity and mortality rates and the provision of services to its constituents.

“Pumor-asan Academy” for schools

For said search, the top 3 will also be chosen and shall likewise receive their award in the form of projects benefiting schools and their students.


The search for schools is made to ensure the support of schools in the solid waste management endeavor of the local government.


For the said contest, Tinglayan LGU allotted P460,000.
