Son of Besao, Mt. Province graduates as Top 6 from Phil. Public Safety Academy

Besao, Mt. Province – Jail Cadet Efraim Wallang Parocha, a proud son of Barangay Banguitan, Besao in Mt. Province, continues to prove his excellence, from topping the board exams to ranking among the best in cadet training as he finishes as top 6.

 

Parocha is no stranger to success. He first gained national attention when he ranked fourth in the December 2017 Criminologist Licensure Examination with a rating of 89.05.

 

After succeeding in his board exam, he returned to his alma mater, Mountain Province State Polytechnic College, now Mountain province State University, as a criminology instructor.

 

Driven by his passion for public service, he joined the Bureau of Jail Management and Penology (BJMP) in 2019. After almost four years as a jail officer, he took on a bigger challenge. This time, he entered the Philippine Public Safety Academy (PPSA), a two-year cadetship program designed to mold future leaders in penology and fire protection.

 

On Wednesday, July 9, Parocha graduated Top 6 in the Final Order of Merit out of 67 members of his batch, the ‘MADAYAWLAHI’ Class of 2025.

 

He is the second Cordilleran to earn a Top 10 spot since PPSA’s inception, following Fire Cadet Joy Carol A. Palchan of Tabuk City, Kalinga, who ranked fourth in the academy’s ‘SANDIGMANLAYA’ Class of 2024.

 

In his recent radio interview, Parocha compared the difference between his bureau training and his rigorous cadetship training. 

 

“They are both physically demanding pero mas holistic kasi ang cadetship. Syempre, as future jail officers, we are honed to be jail managers or leaders so iba yung approach. Kailangan mo talagang aralin for us to properly handle our personnel in the future assignments, so mas mahirap talaga,” he said.

 

The jail officer further shared that one of the biggest hurdles he faced during the cadetship was time management.

 

“Kaya naman ‘yong acads, drills and others pero ang mahirap is yung time constraint. You must know how to manage your time properly to accommodate each activity kasi hindi pwedeng sabihin mo na mamaya pa yan. As much as possible, kung may oras ka gawin mo na kasi hindi mo hawak yung oras. Unlike sa labas na you can do your assignments anytime,” added the jail cadet.

 

Despite the challenges, he persevered and earned a place among the best of his class.

 

The local government unit of Besao joined the community in celebrating Parocha’s success.

 

“We are confident that your leadership will continue to shine as you serve the Filipino people with integrity and excellence!,” said the LGU.
