Tinglayan LGU officials and Department Heads convene for town’s Comprehensive Development Plan

Tinglayan, Kalinga – Bridging a stronger planning and decision making strategies that would champion the best interests of their constituents, the Tinglayan Municipal Local Government Unit convened for the Comprehensive Development Plan(CDP) and Executive-Legislative Agenda (ELA) earlier this month.

CDP and ELA are regarded as two important planning documents for LGUs with CDP outlining the whole development goals and strategies of the LGU, while the ELA serving as a bridge aligning the executive and legislative in achieving these goals and strategies.

The officials and heads of offices led by Mayor Charles Abay and Vice Mayor Alexander Malasi held the CDP and ELA in Ilocos Sur on August 6 – 8, 2025.

According to Municipal Administrator, Atty. Mark Dave Bang-as, the three-day event was composed of lectures, workshops, action planning sessions, and sharing of commitments.

Among the topics discussed include ecological profiling and mapping, SWOT (strengths, weaknesses, opportunities, and threats) analysis of gathered and consolidated data, civil service updates and a comprehensive development plan, LGU staffing and structural guidelines, and a problem-solution finding matrix, among others.

In a statement, Mayor Abay acknowledged the active participation of all the LGU officials and heads of offices in the activity which paved way to the smooth and productive CDP and ELA.

“We want to give improved and appropriate solutions para iti progreso ken development ti Tinglayan. Iti napasamak nga meeting for the CDP and ELA, nakita tayo dagiti banag nga maikkan ti focus as well as dagiti kasapulan nga maiyaramid with short term, mid-term, and long term plans,” relayed Abay in an interview, adding that he is confident the officers of the LGU with the members of SB will be able to answer the needs of the residents of Tinglayan.

Abay likewise thanked the support of the Local Development Council members which aided in crafting the CDP to reflect the collective needs and aspirations of the communities in town.
