Travel requirements needed to enter Kalinga under Alert Level 4 status

Tabuk City, Kalinga – With its alert level 4 status effective until January 31, the province of Kalinga shall strictly monitor inbound and outbound travelers if they are complying with requirements before allowing entry or leaving the province.


This is to monitor their compliance with minimum health standards while regulating the people’s movement, especially the unvaccinated ones and those part of the vulnerable groups.


Checking of the requirements according to Kalinga Police Provincial Office Provincial Director PCOL Peter Tagtag Jr. will be simultaneously done with the checking of guns in the eight border checkpoints strategically placed in Sitio Abbot, Katabbogan; Macutay, Rizal; Liwan East; Romualdez; Talaca, Agbannawag; Balpiti, Cudal; Ikker, Bugnay, Tinglayan; and Poblacion Balbalan.

“Hindi lang yung mga travel requirements and iche-check natin, kundi isasabay na rin natin ang checking for anti-criminality, and COMELEC gun ban. We are here to serve and protect the constituents of Kalinga, which includes the assurance that we will support the implementation of guidelines and protocols under Alert Level 4 stated in Executive Order No. 8,” Tagtag said.


With this, all inbound domestic travelers, that include non-resident workers, APOR, passing through, frequent border crossers, cargo, and other essential travelers, returning overseas Filipinos, and visitors will be required to register at SPASS.PH before travel time for safe and unhampered travels.

In the S-PASS, they will be required to attach any valid identification card and a fully vaccinated card (VaxCard.ph or LGU issued or International Issued) before approval.

For those who do not have vaccination cards may use a negative test result of either RTPCR taken 72 hours before the travel time, or Rapid Antigen Test or Saliva test taken 12 hours before travel.


At checkpoints, travelers will then present a screenshot or a printed copy of their approved S-PASS registration to officers on duty before allowed entry.

Meantime, for those who were unable to register on SPASS.ph, they can manually register through logbooks in checkpoints but should present their vaccination cards together with a valid ID but if unavailable, they may present a negative test result of either RTPCR taken not more than 72 hours, or Rapid Antigen Test or Saliva Test taken no more than 12 hours before travel time.


“Those who cannot fulfill the requirements will be endorsed to the nearest triaging area or have the choice to go back from point of origin and comply,” Provincial Information Office in a press release states.


“Only travelers with medical emergencies shall be afforded unhampered passage. However, their indispensable companions are recommended to always bring along with them their fully vaccinated cards,” the PIO added.


Meanwhile, in support of the KPPO’s services, the provincial local government unit through the Office of the Governor will augment the needed logistics at the provincial control points.
