‘Pagta is not in conflict with national laws but reinforces them’ - Gov. Edduba during launching of first codified Kalinga Pagta

Tabuk City, Kalinga – During the official launch of the codified Kalinga Pagta on February 9, 2026, Governor James S. Edduba reiterated that the peace system inherited from ancestors continues to work in harmony with national laws, rather than contradicting them.


The Pagta is the formal set of customary laws that govern the Bodong (Peace Pact) system. It provides clear guidelines for resolving conflicts among Kalinga tribes, defines the responsibilities of each party, and ensures that justice is achieved through dialogue rather than violence.


Speaking before elders, Bodong holders, and government officials during the event, Edduba said that codifying the Pagta is a way of formally preserving Kalinga values and ensuring that communities continue to uphold justice, harmony, and unity across generations.


“The Kalinga Bodong Pagta is a profound symbol of the strength and richness of our cultural heritage. It embodies the collective wisdom of our ancestors and the enduring values that have long sustained peace, order, and unity among our communities. Through the Pagta, peace is not left to chance. It is protected by shared commitment, accountability, and mutual respect,” stated Edduba.


Continuing his remarks, the governor clarified that the Pagta does not violate national laws but serves as a supporting pillar instead. The system empowers Kalinga communities to settle disputes peacefully while preserving ancestral wisdom.


“Let it be clearly understood that the Kalinga Pagta is not in conflict with national laws; rather, it complements and strengthens them… The Pagta also strengthens unity among our communities. It reminds us that despite our differences, we are bound by shared principles and collective responsibility,” he added.


The launch of the codified Pagta, held at the Kalinga Sports Center, was one of the highlights of Kalinga’s 31st Founding Anniversary and 7th Bodong Festival.


Aside from Governor Edduba, other local officials and institutions also reaffirmed their commitment to supporting the elders in protecting the Pagta and passing it on to the younger generation.
