Validation of road clearing 2.0 compliance in Kalinga scheduled this month

Tabuk City, Kalinga – The duration for the implementation of Road Clearing 2.0 in the province was over and the validation shall soon follow, according to Provincial Legal Officer Atty. Ken Martinez.


According to Martinez, validation of LGU compliance shall cover the removal of road obstructions, enactment of an enabling ordinance, conduct of an inventory on road obstructions, crafting and implementation of a displacement plan, rehabilitation of cleared roads, and creation of a grievance mechanism.


These shall be checked by validation team from Apayao. As for municipal LGUs, monitoring will be done through cross-validation by municipalities in the province.


In an interview, Martinez said they have already complied with the mandate of the DILG regarding the road clearing and partial validation shall be carried out this February 22-24, 2021 as the region is put under General Community Quarantine Status.

In a DILG directive, LGUs under General Community Quarantine (GCQ) are to be checked on their partial implementation of the program. It said the validation team shall check 10 selected local roads whether road obstructions exist along or within it and if LGUs complied on the ban of tricycles along national roads.


For Kalinga, Martinez said the roads to be monitored will be those under Conditional Matching Grant to Provinces (CMGP) which include Dugpa Provincial Road, Cabaruan Provincial Road and Bulanao-Balong Provincial Road.

On the other hand, Validation team from Kalinga are scheduled to conduct the monitoring of the compliance of PLGU Apayao regarding the program on February 22.

Members of the validation team for Kalinga shall be composed of the representatives from the Bureau of Fire Protection, Philippine National Police, DILG, and the Provincial LGU.


Earlier, DILG, through a directive, set February 16 until March 2 this year for the validation of local government units’ compliance to the Road Clearing 2.0 program.
