Balbalan SB goes paperless: the Council conducts sessions and transactions using digital technology

Balbalan, Kalinga – The Sangguniang Bayan of Balbalan has not only modernized their legislative process, they are also promoting environmental sustainability with their ‘Paperless Session and Legislative Information System’. 

 

The new set of SB members headed by Vice Mayor Regina Munda Cruz is now conducting their sessions and providing access to legislative information through a paperless system launched by the Municipal Local Government Unit on June 27, 2025 with the ceremony led by Mayor Almar Malannag and former Vice Mayor Rowina Alison Damian.

 

This system was installed in tablets at the session hall.

 

According to Mayor Almar Malannag, the project was in the plan even when he was still a councilor but the implementation only happened when funding was already available. The purpose of the system, he added, is not only to streamline and improve the accessibility of legislative documents but also to reduce paper consumption which contributes to a cleaner and greener Balbalan.

 

“Iti usar na dayta, nu ag-session dan isuda makakita kadagiay ordinances and resolutions da. Usaren da dayta, idisscuss da through diay nga paperless system nga adda idiay en. Naka-program idiay tablets dan,” Malannag said.

 

With the adoption of a paperless system, Malannag conveyed that this is a manifestation of Balbalan’s commitment to continuous good governance, technological advancements, and environmental stewardship.
