P3.2M livelihood packages awarded to fisherfolk in CAR; “Hangga’t hindi pa sila naggagraduate within the span of six years, SAAD will support them” – SAAD Program Coordinator Michelle Peralta

Tabuk City, Kalinga – To help beneficiaries grow their community-based enterprises, the Bureau of Fisheries and Aquatic Resources (BFAR)-Cordillera recently awarded over P3 million worth of livelihood packages to fisherfolk in the region.


The assistance was granted to organized fisherfolk groups from the Apayao, Ifugao, Mountain Province, and Kalinga clusters, whose businesses are being supported under Phase 2 of the Special Area for Agricultural Development (SAAD) program of BFAR.


These groups include the Banan Lenneng Irrigator Farmers and Fisherfolk Association (Apayao), Cawayan Farmers Association (Ifugao), Adawshat Sadanga Integrated Farmers and Fisherfolk (Mountain Province), and Suma Fisherfolk and Farmers Association (Kalinga).


The livelihood packages were distributed during the second day of the first-ever Regional SAAD Summit held from November 20–21 at MHotel in Barangay Appas, Tabuk City, Kalinga.


The summit was led by BFAR-CAR Regional Director Lois June Fermin, BFAR Kalinga Provincial Director Joyce Docyugen, and SAAD Program Coordinator Michelle Peralta.


Speaking to Guru Press Cordillera, Regional Director Fermin shared that among the assistance given were smokehouses, hatcheries, and fish storage facilities amounting to a total of P3.2 million.


In a separate interview, SAAD Program Coordinator Peralta said that SAAD beneficiaries will be supported by the program until 2028. She noted that BFAR aims to ensure that the fisherfolk groups can independently manage their community-based enterprises before they graduate from the program.


“Step-by-step ang support—from start-up assistance, training, packaging, mentoring, at marami pang iba. Hangga’t hindi pa sila naggagraduate within the span of six years, SAAD will support them,” Peralta added.


According to her, a total of 1,160 fisherfolk from the six provinces of the Cordillera benefit from SAAD Phase 2, receiving livelihood support, skills training, mentoring, and other forms of assistance from the Department of Agriculture, BFAR, and partner agencies.
