Kalinga bans entry of poultry products amid bird flu threat

Tabuk City, Kalinga – To secure the poultry industry in the province, Kalinga has banned temporarily the entry of poultry products from areas with reported cases of Avian influenza or bird flu.


Said prohibition was made effective through Executive Order No. 22 series of 2022 issued by Governor Ferdinand Tubban, effective April 18.


The measure is likewise to protect the general public from the ill effects of the epidemic disease.

Poultry products such as day old chicks, eggs, semen, and manure from the provinces of Bulacan, Pampanga, Nueva Ecija, Tarlac, Bataan, Laguna, Camarines Sur, Benguet, Sultan Kudarat, North Cotabato and Davao del Sur.


In the event that the same disease is detected in other areas other than the aforementioned, a temporary ban on the entry of poultry products and poultry by-products coming from these areas shall be imposed.

Requirements for entry or movement of poultry products from other places


The provincial government has imposed requirements for the entry or movement of live domestic and wild birds and their products from other regions without cases of bird flu.

For game fowls, ducks, pigeons, and other wild birds, there is a need to secure a Veterinary Health Certificate (VHC) issued by the Provincial Veterinarian certifying that the birds were sourced from farms with no incidence of Avian Influenza for the past seven days prior to shipment.


Also, Veterinary Shipping permit from the Bureau of Animal Industry (BAI); Negative Laboratory Test result for Avian Influenza (Rapid Antigen Test, ELISA or RT-PCR) attested by the LGU Veterinarian conducted within 5 days prior to shipment; and Certificate of New castle Disease (ND) Vaccination are needed.


Requirements for Broilers, Ready-to-Lay Pullets, Day-old-Chicks are VHC issued by the Provincial Veterinarian certifying that the birds were sourced from farms with no incidence of Avian Influenza for the past 7 days prior to shipment; Veterinary Shipping Permit from the BAI; and Negative Laboratory Test result for Avian Influenza (Rapid Antigen Test, ELISA or RT-PCR) attested by the LGU Veterinarian conducted within 5 days prior to shipment.


Meanwhile, Meat Inspection Certificate (MIC) / Certificate of Meat Inspection (COMI) issued by National Meat Inspection (NMIS), and Veterinary Shipping permit from the BAI are required for raw poultry meat (processed and unprocessed.

For entry or movement of eggs (hatching eggs, table eggs, and embryonated eggs "Balut"), the requirements are VHC issued by the Provincial Veterinarian certifying that the birds were sourced from farms with no incidence of Avian Influenza for the past 7 days prior to shipment, Veterinary Shipping Permit from BAI, and Negative Laboratory Test result for Avian Influenza (Rapid Antigen Test, ELISA or RT-PCR) attested by the LGU Veterinarian conducted within 5 days prior to shipment.


Inspectors to confiscate, ship back poultry products from restricted areas


With the authorization of the government, the Provincial Veterinary Inspectors are tasked to confiscate and ship back poultry products from restricted areas.


The confiscated items shall be shipped back by the owner or shipper at his/her expense. Otherwise, the same shall be seized and/or subject to destruction and disposal by the implementing agency.


The order shall remain in effect unless otherwise revoked.
