Landmark bill filed: Cordillera Day (July 15) poised to become official holiday across the region

Benguet, Philippines – To formally recognize the founding anniversary of the Cordillera Administrative Region (CAR), Congressman Eric Yap has filed a bill in the Senate seeking to declare July 15 of every year as a special non-working holiday across the region.


The proposal, known as House Bill No. 1510, aims to celebrate the Cordillera’s rich history and collective achievements while fostering regional pride and unity. On March 18, Benguet Governor Bonifacio C. Lacwasan Jr., represented by Executive Assistant Winston V. Calde, attended the public hearing on the bill at the Senate in Pasay City.


As posted on Governor Lacwasan’s official page, key national agencies such as the National Historical Commission of the Philippines, the Department of Labor and Employment (DOLE), and the Department of the Interior and Local Government (DILG) have expressed support for the bill.


The proposed regional holiday commemorates the founding of CAR, which was created on July 15, 1987, through Executive Order No. 220, signed by then President Corazon Aquino. The order recognized the distinct cultural heritage, traditions, and governance systems of the indigenous peoples of the region.


Since its founding, July 15 has been observed locally as Cordillera Day, honoring the region’s distinctive history, unity, and contributions to national development.


On June 17, 2025, Malacañang initially declared the date as a special non-working holiday through Proclamation No. 939, signed by Executive Secretary Lucas Bersamin. If enacted, the bill will institutionalize Cordillera Day as a permanent regional holiday, ensuring the annual commemoration of its history, culture, and collective aspirations for progress and development.
