PNP Balbalan starts apprehending “Transportation and Traffic Ordinance” violators next week

Balbalan, Kalinga – Following the approval of the “Transportation and Traffic Ordinance” authored by Councilor Paul Bog-acon of the Local Government of Balbalan by the Sangguniang Panlalawigan of Kalinga, PNP Balbalan said its full implementation shall be done next week.


To inform the public regarding the rules and regulations station in the ordinance and the corresponding penalties of violating them, a meeting was held on February 8, 2021 attended by barangay captains, barangay tanods, motorists and PUJ operators of the municipality.

In an interview with PNP-Balbalan Deputy Chief Plt. Anthony Bunoan, he said the target date was decided to give ample time to barangay captains to disseminate to their constituents the mandates provided in the ordinance.


Under said ordinance, prohibited acts include driving without a license, reckless driving, disregarding traffic signs/signals, illegal parking, overloading of passengers, illegal turning, defective lighting accessories, driving under the influence liquor or prohibited drugs, obstruction in loading/unloading in prohibited zones, wearing of slippers, hitching, unfranchised PUJs and unregistered motorbikes/vehicles, driving of minors, and the non-compliance of the minimum Covid-19 health protocols.


The penalties as contained in the ordinance ranges from P 150.00 up to P 5,000.00.

Bunoan said Balbalan LGU will soon be issuing temporary citation tickets which they will use in implementing sthe ordinance.


A ticket is to be given to a violator which the person shall present in paying penalties at the Municipal Treasury Office.


The police officer also shared that they shall conduct checkpoints as part of the implementation, adding that personnel from the 2nd KPMFC will take charge on apprehending violators at the control points.

At present, PNP Balbalan’s checkpoint are established in two areas; one is found in Balbalan Public Market and another in Barangay Balbalan Proper.

Bunoan’s Words to Concerned Individuals


With the ordinance, the deputy chief is encouraging PUJ operators, drivers and motorists to take necessary actions and avoid being apprehended by police officers.

“Ken tapnu maiwasan ti tiliw nga kunada, ay ket suruten tayu ti ordinansa ta kaakibat ti maysa nga munisipyo nu umas-asenso ket adda met ti kunkunada nga linteg nga masurut tapnu iti kasta ket agtalinaed iti kapya ken talna,” he added.


The ordinance according to its author was crafted as the number of motorists in the municipality is expected to increase due to road improvements.
