Gov. Tubban orders flags at half-mast province-wide in Kalinga to honor former Governor Duguiang

Tabuk City, Kalinga – Governor Ferdinand Tubban through the Provincial Information Office have ordered that the Philippine flags in all government units in Kalinga be lowered at half-mast to pay respect and honor former Governor, Atty. Macario Duguiang.


Duguiang died at the age of 72 on October 3, 2021, due to COVID-19 related illness. He was supposed to celebrate his 73rd birthday this October 22, 2021.


Officials and elders in the province condoled with Duguiang family through Facebook posts while recalling the contributions of the former governor.


Many described him as ‘a good adviser, inspiration, peace pact holder and a peace negotiator.’

He was elected as the Mayor of Lubuagan from 1978 to 1986 and became a Regional Director of the Department of Transportation and Communication from 1990 to 1998.


Duguiang then led the province as a governor from July 1, 2001, to June 30, 2004.


He had been active in private and government sectors after his term and chaired the Philippine Red Cross-Kalinga Chapter before his passing.


“You shall not be forgotten. You will forever be in our hearts and remain as an inspiration to all the people of Kalinga,” the provincial government, through its information office, stated.


On his official Facebook page, Tubban acknowledged the many contributions of the former governor saying "one thing is certain, Atty. Duguiang gave his best and without him, the Kalinga we know now wouldn't have been what it is."


The governor hopes that the life of Duguiang will encourage the yKalingas to remember that it is a legacy that will not be forgotten.


"May his life serve as an example for us to serve our province and contribute to its better today and brighter tomorrow, keeping in mind kindness and goodness to all," said Tubban.


The ashes of the former governor have arrived back in Kalinga, and those who would like to pay their respects are advised to contact the family for scheduling and for the compliance of protocols amidst the threat of Covid-19.
