Kalinga LGU, PNP to streamline firearms registration, renewal

Tabuk City, Philippines - The Philippine National Police Kalinga, in partnership with the provincial government, will streamline the process for the application for License to Own and Possess Firearm (LTOPF), firearms registration and renewal.


To recall, former President Rodrigo R. Duterte signed in May 2022 Republic Act No. 11766 extending the validity of the license to possess firearms and ammunition from two years to five or 10 years, amending RA 10591 or the Comprehensive Firearms and Ammunition Regulation Act.

Under the law, failure to renew the license on or before the date of its expiration shall cause the revocation of the license and of the registration of the firearm/s. Similarly, the registration of the firearm must be renewed every five or 10 years, at the option of the licensee.


A one-stop shop will be set up at Kalinga Police Provincial Office on February 16 to 17, as part of the Kalinga founding anniversary celebration, to provide hassle-free processing. Likewise, the two-day activity is part of the intensified campaign of the police against loose firearms.


Applicants and gun owners wishing to renew their license only need to bring the requirements as follows:

For new applicants:

  • Two copies application form (notarized);

  • National Police Clearance;

  • Neuro-psychiatric issued by the PNP Health Service;

  • A certificate that the applicant has passed the drug test conducted by PNP Crime Laboratory;

  • A certificate that the application has passed a gun safety and responsible seminar which is administered by the PNP or a registered and authorized gun club;

  • NSO birth certificate or any of the following: Photocopy of Passport or Birth Certificate from Local Civil Registrar;

  • Two copies of Barangay Clearance for LTOPF Purpose or any proof of billing;

  • One Valid Government ID ;

  • Proof of Income or any of the following: Pay Slip (private employee) or Land Title or Certification or Certification from the Barangay Chairman and COP for proof of livelihood (for farmers only), Retirement Order, Certificate of employment, or Appointment Order; and

  • Affidavit of Undertaking (For 10 years validity).

For renewal of LTOPF

  • Two copies application form (notarized);

  • National Police Clearance (Tabuk CPS);

  • Neuro-psychiatric issued by the PNP Health Service (One Stop Shop); and

  • A Certificate that the applicant has passed the drug test conducted by PNP Crime Laboratory (One Stop Shop).


For Firearms Renewal and Registration:

  • Two copies application form (notarized);

  • Photocopy of Expired FA' ID (2013 and below with penalty); and

  • Photocopy of Valid LTOPF.


For LTOPF for PNP personnel:

  • Two copies application form (notarized);

  • National Police Clearance (Tabuk CPS);

  • Neuro-psychiatric issued by the PNP Health Service (One Stop Shop);

  • A Certificate that the applicant has passed the drug test conducted by PNP Crime Laboratory (One Stop Shop);

  • Photocopy of Valid PNP ID;

  • Certificate of Duty Status; and

  • Certificate of Non-pending case.
