LGU Tinglayan starts barangay performance evaluation in February

Tinglayan, Kalinga – The Local Government Unit of Tinglayan shall be conducting barangay visitations starting next month to its 20 barangays, according to Mayor Sacrament Gumilab in an interview today, January, 19,2021.


Gumilab said that during the Municipal Development Council meeting alongside the launch of the campaign for Cordilleran autonomy, Tinglayan LGU decided to evaluate performance of BLGUs with regard to their implementation of projects funded by their own budget, from the municipality and from the provincial government.


“We will be visiting the 20 barangays of Tinglayan, talk to the people, evaluate the performance of every BLGUs, the implementation of their projects coming from the province, the municipality and the barangays so we could determine if it was properly implemented and in order to prevent overlapping or duplication of proposal,” Gumilab stated.


After evaluation of the accomplishment of the BLGUs, Gumilab said the Tinglayan LGU officials will have a consultation to identify and deliberate over priority projects for the making of the Municipal Annual Development Plan.

The priority projects shall be ranked according to importance. The barangay LGUs are expected to submit their AIP this first quarter for inclusion in the 2022 budget which starts in March. The finalization shall be in July, and submission to the legislative body for their approval shall follow after.


Priority projects of the municipality for this year include the construction of the municipal building, construction of roads, pathways and small bridges, improvement of the irrigation system of the municipality and its barangay, and barangay hall and school improvement.

Tinglayan LGU on its Campaign for Cordilleran Autonomy


With regard to the municipality’s campaign for Cordilleran autonomy, the mayor said they will do it simultaneously with the barangay visitations.


“…since our Regional Development Council is pushing for the Cordillera Autonomous region and there’s a bill which is already passed in congress.., there is a plan by the RDC to campaign for the Cordillera Autonomous Region for the people to be informed, to be aware of the implications to their lives, to the existing political system, economic provision and the likes. If the bill is approved in congress and we will have this plebiscite, at least the people would know what to vote for, if they be against it or for it,” Gumilab said.


The mayor said they are not going to force the people to go for autonomy but that they are going to provide them adequate information to decide for themselves.
