“We Take Full Responsibility”: Panagbenga organizers apologize after performers injured on artificial turf

Baguio City, Philippines – After several performers reported discomfort and injuries caused by the artificial turf used during the Panagbenga Grand Street Parade at the Melvin Jones Grandstand, the festival organizers released a public apology on March 2, 2026, accepting full responsibility for the incident.


Artificial turf, or synthetic grass, is designed to mimic natural grass and is typically made from materials such as polyethylene, polypropylene, or nylon. When exposed to direct sunlight, the surface can absorb and retain heat, causing its temperature to rise significantly.


Marking its 30th year, the festival brought together thousands of performers and spectators to showcase the region’s vibrant music, choreography, and artistry, highlighting the Cordillera’s rich culture and strong sense of community. The Grand Street Dance Parade is one of the festival’s main highlights, celebrating both the city’s cultural heritage and the blooming of flowers.


This year, 25 groups participated, with around 80 performers per group. Many were seen crying, shifting their feet, standing on tiptoe, or on the heels of their feet to cope with the heat. Facebook user JA RD Doculan reported that performers suffered blisters, were restricted in movement, and some even fainted and required hospitalization.


In response, Baguio Flower Festival Foundation, Inc. (BFFFI) Executive Committee Chairperson Anthony R. De Leon issued a formal apology, acknowledging the incident and taking full responsibility.


“As Executive Chairperson, I take full responsibility for this incident… Panagbenga belongs to the people. We hear your concerns, we accept accountability, and we will act accordingly,” De Leon said.


De Leon added that while the intention was to improve the performance area, the decision caused harm and fell short of the care, judgment, and cultural sensitivity expected of the organizers.


The committee is now coordinating with affected schools and contingents to document injuries, provide assistance, and conduct an immediate review of the artificial turf installation and safety assessment. They have also committed to consulting schools, cultural practitioners, and stakeholders before implementing similar measures in future festivals.
