15 Ifugao farmers granted Legal Land Ownership in DAR e-Title distribution

Alfonso Lista, Ifugao – Another batch of farmers in Ifugao province now holds legal ownership of the land they have long cultivated, after being recently awarded electronic land titles (e-Titles) by the Department of Agrarian Reform (DAR).


The e-Title, a computer-generated and tamper-proof land ownership record issued by the Land Registration Authority (LRA) through DAR, was granted to 15 Agrarian Reform Beneficiaries (ARBs) in the province. Each farmer now has clear and defined ownership of the specific portion of land they till.


Beyond confirming ownership, these e-Titles also protect farmers from potential boundary disputes, which often arise from a lack of formal legal documentation.


According to the Provincial Department of Agrarian Reform (DAR-Ifugao), the e-Titles provided to the beneficiaries cover a total land area of 6.8368 hectares.


The agency said the distribution of these legal documents was made possible through the Parcelization of Lands for Individual Titling (SPLIT) Project.


Funded by the World Bank, the SPLIT Project aims to accelerate the land parcelization process for Collective Certificates of Land Ownership Awards (CCLOAs) and eventually issue individual land titles to ARBs who were previously granted land under collective CLOAs as part of the Comprehensive Agrarian Reform Program (CARP).


Since the project’s approval by the World Bank in 2020, a significant number of farmers in Ifugao have already received e-Titles and Certificates of Land Ownership Awards (CLOAs) from DAR.


It can be recalled that on August 2, 2025, 23 ARBs from the province also received 23 land titles covering 34.93 hectares during a region-wide distribution led by DAR-Cordillera and the World Bank at Davidson Hotel, Tabuk City, Kalinga.


In 2024, reports showed that 130 farmers benefited from the project, receiving both CLOAs and e-Titles.


Another batch is expected to benefit soon, as DAR-Ifugao continues to fast-track its distribution targets.
