2022 priority projects and services in Kalinga see earlier implementation

Tabuk City, Kalinga – Kalinga PLGU, being the first province in the country to submit its Annual Budget Plan to the Department of Budget and Management, is expected to implement this fiscal year’s priority projects and services sooner.


The provincial government under Governor Ferdinand Tubban has been expediting important projects and programs, especially for areas needing immediate attention, to help constituents avail of government services.


During the radio show of the Office of the Governor aired on January 04, Provincial Planning and Development Officer (PPDO) Flordeliza Moldero explained that ‘since Kalinga was first to submit its Annual Budget Plan, it will be the first province to be reviewed and eventually the first to be a given green light for project implementation.’

This development, Moldero said, will benefit the province as a whole.


Moldero commended the cooperation and great performance of the department heads in the provincial government for immediate processing and submitting the required documents.


Impact Projects under 2022 Annual Budget


According to the PPDO, bulk of the budget was allotted for infrastructure projects since these are considered as ‘life support’ of the different programs and services of the local government.


As health services remain to be the topmost priority of the provincial government, the upgrading of the current Level 1 Kalinga Provincial Hospital to a higher level is still being pushed, along with the construction of Warehouse and Storage and upgrade of health facilities in all the district hospitals in the province.


Development of the tourism sector was likewise prioritized where enterprise strategies were endorsed as a possible source of income. These include the conversion of Rizal Breeding Station into an Agro-economic Tourism Center, among others.

Social Welfare services


For social welfare services, the establishment of facilities with personnel complement particularly the Child Minding Center, Special Drug Education Center, Youth Building Center, Completion of Women's Crisis Center, and Provision of Livelihood Assistance were proposed.


Economic Sector


Under the economic sector, agricultural services on crops and agri-infrastructure support were proposed, such as the agricultural services on animal and livestock production, and environment and natural resources management.

Grass roots approach used to identify projects and needs


Moldero reiterated that all the proposed projects were consolidated from the suggestions of the community through their respective barangay local government unit, forwarded to the municipal LGU, then to the province.

Moldero further stressed that Governor Tubban agreed with the members of the Sangguniang Panlalawigan headed by Vice-Governor Odiem to ensure that all barangays and sectors will receive a share from the budget, depending on the result of the prioritization process.
