Baguio City, Philippines – Six higher education institutions (HEIs) in Benguet and Baguio City started with their limited face-to-face classes on health and allied health courses after passing the Commission on Higher Education (CHED) and their Local Government Unit inspection.
Bombo Radyo Baguio reports that among the HEIs which were allowed to proceed with said learning scheme include Benguet State University, University of Baguio, University of the Cordilleras, Saint Louis University, Easter College and Cordillera Career Development College.
CHED-Cordillera Regional Director Dr. Demetrio Anduyan Jr. clarified that the courses which are allowed to adopt said scheme are those aligned with health sciences such as nursing, who could also serve to augment the needed health workers during this pandemic.
“We only prioritize at this time courses aligned with health sciences, kasi gusto rin naming tumulong sa vaccination effort. Pag kinulang ang DOH ng people na magva-vaccine then, we can offer the services of these students,” Anduyan said.
The government, as recalled, is considering the service of health sciences students to augment manpower support in the health system especially during this current crisis.
For said scheme, CHED and the Department of Health have prioritized for the gradual re-opening of classes the courses Medicine, Nursing, Medical Technology/Medical Laboratory Science, Physical Therapy, Midwifery, and Public Health.
“The subjects or courses under these priority programs that shall be allowed for face-to-face delivery are delimited to specialized laboratory courses or hospital-based clinical clerkship/internship/practicum, including clinical rotations for postgraduate medical interns,” the guideline reads.
Before the conduct of limited face-to-face classes, guidelines of the CHED and DOH mandate that HEIs should comply first with the requirements and necessary measures prescribed in the Joint Memorandum Circular No, 2021 – 001 depending on the quarantine classification in the area.
Requirements of said learning scheme include:
· Submission of application to the concerned CHEDROs;
· Offering of any of the priority health-related degree programs and courses/subjects stated in the memorandum-circular; and
· Have base hospital/s catering to COVID-19 patients. Following the UP PGH model, interns shall NOT be allowed to rotate in the emergency room, out-patient department, and COVID wards, but ONLY be allowed to rotate in non-COVID units (including non-COVID operating rooms and ICU), telemedicine hub, and the Bayanihan Na Operations Center (if applicable).
