ENGR. GARDE is new Mayor elect of Luna, Apayao

Luna, Apayao - Apayao’s former District Engineer (DE) Januario Sibucao Garde, under LAKAS won the mayoral race this 2025 NLE over his political rival, incumbent Vice Mayor Noly Bullaoit under NPC.

Garde led with a commanding 6,690 votes or 51.9 percent among the 12,891 registered voters, placing him in the position as the newly elected Chief Executive of the town. As he enters the Political arena to embark on a political role for the first time, Garde said it is about time for Luna ‘’to step up onto a higher level of progress and development,’’ for the welfare of the more than 21,297 residents.

‘‘Agyaman nak unay ti suporta yo kakailiak. This victory is ours. I just want to help and serve you with the remaining years of my life. Kas naibagak idi kampanya, feel free to approach me with whatever your concerns, we will do something about it,’’ Garde expressed..

‘’Daytoy makitkita tayo ita nga panagdur-as ti Luna, arapaap tayon nga haan laeng kuma nga kastoy ti pagpatinggaan na. Aramidek ti amin a kabaelak kas mangidaulo kadakayo tapno mas ag-level-up pay kuma ti panaka-develop na,’’he added.

Garde, who runs under the banner “JSG-ONE LUNA ONE HOPE, which focuses on SAPASAP NGA SERBISYO, got the approval of the majority or the people’s choice, trust, and confidence due to his leadership capacity and character qualities. 

Engr. Garde served in the Department of Public Works and Highways (DPWH) for 42 years and began his public service in 1983 as a civil engineer(casual) until he became the District Engineer of Apayao’s Second District Engineering Office in 2016.

During his term as a DE, some of his notable achievements include making DPWH Apayao First District as 2023 National TOP 1 in Physical Accomplishments and consistent Number 1 in accomplishment in CAR; leading DPWH Mountain Province First District and ranked Top 1 in Project and Contract Management Application among the 12 Engineering Districts in CAR, and made DPWH Apayao 2nd District became a First Class Engineering District.

Meantime, daughter of the late Vice Mayor candidate Cecil Caluya, Zaira Erika Caluya(LAKAS) won as the Vice Mayor of said town with 4,925 votes. Newly elected Sangguniang Bayan members under JSG-One Luna One Hope include Harison Agustin (LAKAS) with 4,699 votes, Benny Alipay (LAKAS) with 4,456 votes, and Marieflor Verzola (LAKAS) with 4,442 votes.

Elected officials will start their new term on June 30, 2025.
