Kalinga PLGU ranks 7th nationwide in wise use of public funds

Tabuk City, Kalinga - The Provincial Government of Kalinga (Kalinga PLGU), under the leadership of Governor James S. Edduba, has earned a spot among the top provinces in the country when it comes to how government funds are managed and spent for the people. 


In a Memorandum Circular No. 017-2025 dated October 1, 2025, of the Bureau of Local Government Finance (BLGF), Kalinga placed 7th nationwide in Total Current Operating Expenditures per Capita (TCOE). 


According to the BLGF, the ranking was based on Fiscal Year 2024 data, gathered from the Statement of Receipts and Expenditures (SRE) reports submitted by the treasury office of provinces.


TCOE, as cited by the agency, is a measure that calculates the total current operating spending of a government entity, divided by its total population, to show the average expenditure per person. 


The measure aims to assess the expenditure of a local government unit’s resources on goods and services intended for immediate use on a per capita basis, reflecting the extent of services delivered to its constituents.


For Kalinga, it was cited that it has recorded an operating expenditure value of P4,749.85 per capita. This means that the provincial government spent the average amount for each of its constituents on essential services and operations within the said period. 


In an interview, Governor James Edduba said the recognition shows that his administration is committed to serving with honesty and with purpose, ensuring that government services truly reach the people. 


The awarding ceremony for the top-performing LGUs is scheduled for November 5, 2025, to be led by the BLGF Central Office.
