'Most barangays in Tinglayan compliant with ordinances' - Mayor Gumilab

Tinglayan, Kalinga – After the Tinglayan LGU concluded its barangay visitations in the 20 barangays, they found that most have been compliant in enforcing municipal ordinances.


According to Mayor Sacrament Gumilab, the compliance of barangays shows the unity of the people and their desire to push for development. "After the visitation, we found that our barangays have been mostly compliant. Isu siguro nga ado met naala mi nga awards from the provincial government," added Gumilab.


Said visitation was crafted as an instrument of the local government of Tinglayan in determining constituents’ needs and evaluating the performance of barangay LGUs in governance and implementation of their programs and projects.


The visit, which is alongside barangay health board meetings, was focused on evaluating the program implementation on health and sanitation programs, updates of ongoing road improvements, employment programs and other major programs in the locality.


For the implementation of health and sanitation program, the result of the visits showed that the barangays were compliant. Indicators of these include the presence of household gardens, zero stray pigs with the establishment of pigpens, and an increased number of households with septic tanks.

As for road improvements, an access road heading to Barangay Dananao was turned over on Friday, October 23. Road projects in the municipality will also continue next year with its inclusion to the 2022 municipal budget. The local government will also continue to source out funds from national line agencies for the funding of some major roads in Tinglayan.


“The reason we came is not only to give you an update on the covid-19 and our programs but also to see you personally. To see how much change happened in your barangay for the past few years since the start of covid-19,” Mayor Gumilab told his constituents during his visit in Barangay Loccong.


He added that aside from giving updates on health issues particularly, COVID-19 and vaccination efforts, the LGU also wanted to know from them the priority projects needed to be addressed for the development of the barangay through visiting the area personally though health board meetings.


“I believe that when all the barangays of Tinglayan are developing, so is the municipality. We can only say that the municipality of Tinglayan is umunno-unnoy if all of its barangays are umunno-unnoy,” he stated.

Health updates


As for recent health updates, MHO head Dr. Aite Caren Liw-agan informed that as of press time, there are 5 active cases in the municipality, 2 in Lower Bangad and 1 each in Upper Bangad, Mallango, and Basao. The municipality, she added, has 2 COVID-related deaths, 329 recoveries and 337 confirmed cases.


Barangay Loccong, she informed, never recorded any case of the virus since it hit the country.

“On this note, Congratulations to barangay Loccong for having zero case since the start of the pandemic,” she said.


To ensure said status, Liw-agan urged Loccong residents to get vaccinated for added protection from the virus while informing them that their office is willing to bring the vaccines in Loccong if they request it.


“Vaccination is still ongoing in the municipality. In fact, we will be receiving vaccines today…To lessen your troubles of going to the municipality for vaccination, especially for senior citizens, we can also bring the vaccines here to the barangay,” she told them.


“Vaccine gives us protection especially for those with comorbidities or those who already have existing illnesses…Don’t wait for you to become COVID positive before you get vaccinated,” added Dr. Liw-agan


Bloodletting made alongside the meeting


A blood-letting activity was also conducted alongside the visitation for Barangay Loccong, where 10 bags of blood were collected to be sent to Kalinga Provincial Hospital for test and storage.
