Pasil, Kalinga – Municipal and barangay officials in Pasil have undergone orientation and planning workshop to prepare for the formulation of their respective Local Government Unit-Devolution Transition Plan (LGU-DTP).
This development is in compliance with national government directives, to steer local governments toward full devolution of basic services and facilities from the national government to LGUs by 2022.
The municipal-wide orientation and workshop were conducted on August 18, 2021, at the Municipal open gymnasium, while the barangay-wide was held on September 1, 2021, at the same venue.
What is LGU Devolution Transition Plan?
The LGU Devolution Transition Plan is the result of the Supreme Court’s ruling on the Mandanas-Garcia Petitions (General Register Numbers 199802 and 208488, referred to as ‘Mandanas’).
The ruling states that all collections of national taxes should be included in the computation of the base of the LGUs’ just share, except those accruing to special-purpose funds and special allotments for the utilization and development of the national wealth.

According to DILG, the LGU-DTP is prompted with the signing of the Executive Order No. 138 series of 2021 by President Rodrigo Roa Duterte, which stipulates the full devolution of basic services and facilities from the national government to local government units (LGUs).

During the Pasil LGU’s Orientation and Planning Workshop on Formulation of DTP, Dir. Adong, along with his staff, discussed ‘salient features’ in preparation for the implementation of full devolution.
Local Government Operations Officer V Hanna Lynel G. Elveña shed light on the guidelines in the formulation of a devolution plan as required by EO 138.
“Bibigyan po natin ng guidance ang LGU on how to formulate each component of the DTP,” Elveña said.
Component of DTP includes the state of devolved functions, services, and facilities; phasing of assumption of functions, services, and facilities; capacity development agenda and requirements; organizational structure and staffing pattern; local revenue forecast and resource mobilization strategy; and performance targets for devolved functions and services.

The workshop on capacity development agenda formulation was initially set on September 6 to 10, and to be submitted on October 10, 2021.
