Proposed P500 monthly honorarium to SK officers in Tabuk City approved on third reading

Tabuk City, Kalinga – Sangguniang Kabataan officers of Tabuk City are now expected to receive a monthly honorarium of P500 with the approval on third reading the ordinance providing compensation, allowance and honorarium to Sangguniang Kabataan councillors, secretaries and treasurers of Tabuk City authored by Association of Barangay Councils (ABC) President Henry Tubban Jr.

The ordinance was approved during the Regular Session of the Tabuk City Sangguniang Panlungsod Council on Thursday, November 18, 2021.

The ordinance, as recalled, passed the first reading on August 26, 2021, and during the second reading on November 11, recommendations were made by some SP members.

Councilor Zorayda Mia Wacnang suggested the addition of some provisions in the proposed ordinance, that in Section I, it should be the provision of an allowance for the said SK officials, Rules and Regulations in Section 2 and Section 3 for its funding which was noted by Tubban.

As for Councilor Ivan Yanick Bagayao, he suggested that the functions of the different officers should be put in the proposed ordinance to justify the provision of funding of the LGU for said cause, which was also noted during the second reading.

In an interview with its proponent, he said the ordinance was crafted in recognition of the role of youth in the development of the city.

He added that the proposed ordinance signifies the city's local government’s commendation for the demanding work of the youth council and that their roles in governance are being taken seriously.

With the passed resolution, the local lawmaker is now expectant that SK officials will now perform better their sworn duties as public officials and be an instrument in good governance.

“Tatta garud ta naipasan iti third reading, mangnamnamaak nga agtrabaho da a nasayaat and actively promote the welfare of youth in their jurisdictions,” Tubban stated.

The City Local Government Unit of Tabuk, as stated in the ordinance, shall allocate P2, 322,000 annually to be used solely in the implementation of the ordinance.

As recalled, under RA 10742 or the SK Reform Act of 2015, the SK Chairperson is the sole official to get an honorarium among SK officers, which is equivalent to the honorarium of the members of the barangay council.

Meantime, Vice-Mayor Bernard Glenn Dao-as, in a separate interview, commended the move and said this could at least help the youth leaders, although not much.

"Mayat nu adda met maited as recognition of their participation in making their communities better. Saan man dakkel ngem it can serve as a token to show appreciation to the contribution of youth leaders to our barangay," said Dao-as.
