PSA-Kalinga set for Step 2 Philsys ID registrations

Tabuk City, Kalinga – The Philippine Statistics Authority-Kalinga is now working on the step 2 registration or the collection of biometric data for the Philippine Identification System (PhilSys) of the 34,020 individuals prioritized for the Step 1 registration.


Step 1 is the gathering of personal information, while Step 2 involves the capturing of registrant's biometric information such as their iris scan, fingerprint scan, and front-facing photograph and the validation of information at their local registration centers.


Currently, there are three registration centers set up in the province: Tabuk City, Pinukpuk and Rizal. Each registration center was provided with 3 registration kits.


The registration kit consist of a laptop with installed MOSIP registration system for biometric and demographic capturing, fingerprint scanner, iris scanner, document scanner, camera, printer, tripod, and light booth.

PSA-Kalinga Supervising Statistician Specialist Randolf Laderas said each registration sire shall be serving 50 registrants in a day to avoid mass gathering. Registrants are also advised to observe the health protocols to protect themselves from the pandemic.


He added that they were the ones who set those 50 individuals to register within that day which names will then be sent to personnel in charge in the central server or the PhilSys Registry Office (PRO).


“PRO will be the one to text blast those applicants isu nga dagituy registrants tayu nga umay iti schedule da, adda ngay iti maala da a text coming from PRO actually and dagituy metten registrants tayu, umay da dituy during their schedule,” he said.


Laderas informed that applicants were already given appointment slips during their Step 1 registration which they will be utilizing for the Step 2 registration.


“Adda ti QR code na diyay appointment slip da ket nu iparang mi idiay scanner diyay, rumwar dagidiay demographic data na, so ti ma-capture laeng dituyen is the biometric,” Laderas said.

“Nu na-capture tayun dagituy biometrics, at the end of the day dagituy Phylsys team nu anya man ti naka-register during the day, i-upload da ngay iti PRO server and then mai-link tu diay demographic data da idiay,” he added explaining that the PRO server is only created for the implementation of the Philsys ID system.


According to Laderas, the PRO or the central server is where all the demographic and biometric data are being sent and validated.


After validation, the data will then be sent to the Bangko Sentral ng Pilipinas for the printing of the IDs.


PSA has already inked a Memorandum of Agreement to Philpost wherein the agency shall be in charge of the distribution of IDs.

Documents needed for Step 2 Registration


Step 2 registrants are advised to bring with them one supporting document, primary or secondary which they have used during the Step 1 registration.


Registrants may bring one among primary documents to include PSA-issued Certificate of Live birth and government-issued identification document, Philippine Passport or ePassport issued by the Department of Foreign Affairs, Unified Multi-purpose Identification (UMID) card from GSIS or SSS or Valid Student Permit or Non-Professional/Professional Driver’s License.


If primary documents are unavailable, applicants may bring one among secondary documents such as PSA-issued Certificate of Birth/NSO-certified Live birth, LCRO-issued Certificate of Live Birth, PSA-issued Report of Birth, PSA-issued certificate of foundling, PRC ID, Senior Citizen’s ID, SSS ID, PWD ID, among others.

PSA is open for walk-in applicants


During the interview, Laderas also informed that they will also cater walk –in applicants to undergo registration for Step 1 and Step 2.

With regards to registration kits, he said, three will be permanently situated in Tabuk while the other municipalities shall take turn in utilizing the six kits which are currently being used in Pinukpuk and Rizal municipalities.

Prioritized for Step 2 as to PSA-Kalinga data are the 16, 225 individuals from Tabuk City, 4,387 from Pinukpuk, 3,244 from Rizal, 1,488 from Lubuagan, 1,819 from Tanudan, 1,668 from Pasil, 1,976 from Tinglayan and 2,162 from Balbalan.
