Tinglayan, Kalinga – The Local Government of Tinglayan was conferred a Certificate of Appreciation Monday, May 23, for their unwavering support in the implementation of the Pantawid Pamilyang Pilipino Program (4Ps) in the locality.

The Department of Social Welfare and Development Kalinga gave said award to the LGU and through a memorandum, agreed to support the 4Ps beneficiary students even after graduating from said program.

Graduates of the said program are from households that no longer have 0-18-year-old children and are already in college.

“Nakitak ti support da. Adu ti naitulong ti LGU. Indicator met lang daytoy inted da nga LGU link kasi haan met amin a munisipyo ket adda LGU link na and then pinirmaan da met ti MOA. Mayat ti implementation da dituy ken supportive da amin,” PDO II Philip Macasieb stated.

LGU Tinglayan earlier signed a MOA with DSWD, which aims to assist beneficiaries who graduated from the 4Ps program.

Under the MOA, LGU Tinglayan is responsible for adopting the implementation of the Kilos Unlad Seven Year Social Case Management Strategy Framework, participate in case conferences of identified household beneficiaries for program exit and transfer, and attend to an orientation on Exiting or Transitioning Households and its procedures to determine possible assistance the LGU could provide.

Further, the LGU is also tasked to ensure the crafting of a Sustainability Plan for the graduated household, the implementation of an action plan, sustainability plan, and agreements for the 4Ps beneficiaries with specific programs and services details on the availment of support services or provision of post-care intervention to exited household beneficiaries of the program.

Also, LGU Tinglayan is expected to establish an operational system that includes mechanisms and processes to effectively engage and monitor households that graduated from the program, while ensuring that there will be regular funding for post-care programs and services to sustain the gains of the household, which must be incorporated in the local development planning process.

Meantime, other responsibilities include engaging partners and other stakeholders to mobilize the needed resources to sustain the well-being of the exited families and ensure the provision of support packages such as but not limited to livelihood packages or cash incentives to said households to prevent them from getting back to poverty.
